SMS Compliance in Norway

A practical overview of the rules that affect SMS messaging and marketing in Norway, with a checklist before you launch.

Key Rules for SMS in Norway

Norway's Marketing Control Act requires prior consent for marketing by SMS and email to individuals, with an existing-customer exception; the Consumer Authority (Forbrukertilsynet) enforces it, and the GDPR applies through the EEA.

Across the EU and the UK, the ePrivacy rules (implemented through national laws, and PECR in the UK) generally require prior consent before sending marketing texts to individuals, with a limited 'soft opt-in' for existing customers buying similar products. GDPR or UK GDPR then governs how the contact data itself is handled.

Data Protection

The Norwegian Data Protection Authority (Datatilsynet) enforces the GDPR, implemented through the Personal Data Act.

Keep a record of how each contact was collected, what they agreed to and when, and make it easy for them to withdraw consent.

Practical Checklist

  • Collect and record consent (or confirm an existing customer relationship) before sending, with the date and source.
  • Use a registered sender ID or number that recipients can recognise as your business.
  • Identify your business in every message and keep promotional and service messages separate.
  • Give a simple way to opt out of marketing and process opt-outs quickly across all your systems.
  • Send in the recipient's local daytime hours and keep frequency reasonable.

Contact data

Format numbers in international E.164 format with the +47 country code, remove duplicates and invalid numbers, and keep consent records linked to each number.

Timing and Language

Norway follows the Europe/Oslo time zone (UTC+02:00 in October 2026). The usual working week is Monday to Friday. Schedule SMS campaigns for the recipient's local daytime hours, avoid public holidays and religious observances that matter to your audience, and convert send times from IST before scheduling.

In Oslo, customers commonly use Norwegian, with English. Messages in the customer's preferred language usually perform better, but check how local-language text affects character counts (for SMS) and template approval (for WhatsApp).

Digital Habits and Channels in Norway

Norway is highly digital: Vipps, the mobile payment app, is used by almost the entire adult population, and BankID is the standard digital identity. SMS is used for appointment reminders and authentication, and Messenger and Snapchat are popular among younger users.

Norwegians value modesty and directness and expect transparent pricing. The Marketing Control Act requires prior consent for electronic marketing to consumers. Constitution Day on 17 May, the July holiday period and Christmas are the main commercial moments.

Norway's economy is driven by oil and gas, salmon and other seafood exports, shipping and hydropower, and its sovereign wealth fund is the largest in the world. Electric cars make up nearly all new car sales. VAT is 25%, and the currency is the Norwegian krone. The Marketing Control Act requires prior consent for marketing by SMS and email, and consumers can block telemarketing through the Reservasjonsregisteret run by the Brønnøysund Register Centre. Vipps is the main mobile payment app, and BankID is used for logins.

Regulators, Registers and Practical Rules in Norway

Norway's Marketing Control Act requires consent for electronic marketing, and the Reservation Register lets people refuse telemarketing.

Messages should be in Norwegian. Vipps is the dominant mobile payment.

The Norwegian Consumer Authority enforces the Marketing Control Act, which bans electronic marketing to consumers without prior consent, and the Data Protection Authority (Datatilsynet) enforces the GDPR. Operators Telenor, Telia and Ice carry most traffic. Messages should be in Norwegian Bokmål, and senders must be clearly identified.

Use Norwegian sender names. BankID and Vipps are widely used for identification and payments, so messages can point customers to them for secure checkout.

Advertising Alongside Messaging

Marketing must be clearly identifiable as advertising, and since 2022 advertisements with retouched bodies must carry a label.

This guide is general information, not legal advice, and reflects our understanding as of October 2026. Rules change, so we check current requirements for Norway before every launch.
