Messaging Compliance in Norway
SMS, WhatsApp, voice and RCS rules for businesses messaging customers in Norway.
Overview
Norway's Marketing Control Act requires prior consent for marketing by SMS and email to individuals, with an existing-customer exception; the Consumer Authority (Forbrukertilsynet) enforces it, and the GDPR applies through the EEA.
The Norwegian Data Protection Authority (Datatilsynet) enforces the GDPR, implemented through the Personal Data Act.
Norwegian is the search language (mostly Bokmål), and English is widely understood; Google is dominant.
In Europe, WhatsApp marketing is treated like other electronic marketing: you need a lawful basis, usually consent, and you must be transparent about how contact data is used under GDPR or UK GDPR.
European countries regulate marketing calls through national laws and do-not-call or objection registers, and automated (recorded) marketing calls generally require prior consent.
Advertising Rules
Marketing must be clearly identifiable as advertising, and since 2022 advertisements with retouched bodies must carry a label.
