When a business outgrows the free WhatsApp Business app, the next step is the WhatsApp Business Platform, commonly called the WhatsApp Business API. You can access it directly through Meta's Cloud API, which requires technical work, or through a Business Solution Provider (BSP), also known as a Meta Business Partner, that adds an inbox, automation, campaign tools and support on top.
There are many BSPs, from global platforms to regional resellers and agencies. Pricing models, features and service quality vary widely. This guide gives you a practical checklist to compare them.
First: do you need a BSP at all?
You can connect directly to Meta's Cloud API without a BSP. That works well if you have developers who can build or integrate an inbox, handle webhooks, manage templates and maintain the system. Most small and mid-sized businesses prefer a BSP or platform because it provides:
- A ready-made multi-agent inbox
- Template management and campaign tools
- Chatbot builders
- Integrations with CRMs and e-commerce platforms
- Onboarding help and support
Understand the two layers of cost
- Meta's fees: Meta charges for template messages by category (marketing, utility, authentication) and the recipient's country. Customer service replies within 24 hours of the customer's last message are generally free under Meta's current pricing. These fees change periodically.
- The provider's fees: platform subscriptions, per-user or per-agent fees, per-message markups, setup fees and charges for add-ons such as chatbots or extra numbers.
Ask every provider to separate these clearly. Some pass Meta's fees through at cost, while others add a markup per message. Over large volumes, markups add up.
The checklist
1. Pricing transparency
- Are Meta fees passed through at cost or marked up?
- What is the monthly platform fee, and what does it include?
- Are there per-agent, per-number or per-contact charges?
- What does setup cost?
- Are there minimum commitments or annual contracts?
- Is there a free trial or pilot?
2. Account ownership
- Will the WhatsApp Business Account be created under your Meta Business Manager?
- Do you keep control of your phone number?
- Can you migrate to another provider later, and how?
- Who owns the chat data and contact lists?
This is one of the most important questions. If the provider owns the account or number, switching later can be painful.
3. Core features
- Shared team inbox with assignment, notes and labels
- Template creation and approval support
- Broadcast and campaign tools with segmentation
- Interactive messages: buttons, lists, catalogues and WhatsApp Flows
- Chatbot builder with human handover
- Analytics: delivery, read, reply and click rates
- Opt-out management
4. Integrations
- CRM: HubSpot, Salesforce, Zoho or your own system
- E-commerce: Shopify, WooCommerce, Magento
- Helpdesk tools
- Payment links
- An open API and webhooks for custom work
5. Compliance and data
- Where is data stored, and is it encrypted?
- Does the provider support your obligations under laws such as GDPR, the UK GDPR, PDPA, PIPEDA, the Privacy Act or the UAE and Saudi data protection laws?
- Does it offer role-based access and audit logs?
- How does it handle opt-in records and opt-outs?
- For healthcare in the US, will it sign a business associate agreement if needed?
6. Support
- Support hours in your time zone
- Channels: chat, email, phone, WhatsApp
- Onboarding assistance
- Help with template rejections and quality rating issues
- An account manager for larger accounts
7. Reliability and scale
- Uptime commitments
- Message throughput for large campaigns
- Multiple numbers for different brands or regions
- Experience with businesses of your size
8. Local knowledge
If you operate in markets with specific rules, such as sender ID regulations or data localisation requirements, a provider with local experience can help you avoid problems. For example, businesses in the UAE and Saudi Arabia often want guidance on local regulations and Arabic templates.
Red flags
- Promises of "unlimited" messages to anyone, or bulk sending to contacts without opt-in
- Unofficial tools that automate the WhatsApp app or WhatsApp Web, which breach WhatsApp's terms and risk your number being banned
- Guaranteed green tick verification, which only Meta can grant
- Accounts created under the provider's Business Manager without a clear exit route
- Hidden markups and unclear invoices
- No support in your time zone
Questions to ask in a demo
- Show me how a new chat is assigned and handed between agents.
- Show me how to create a template and what happens if it is rejected.
- Show me campaign reporting and opt-out handling.
- How do you charge for Meta fees, and can I see a sample invoice?
- What happens to my data and number if I leave?
- Which integrations do you support out of the box?
Running a pilot
Before committing long term, run a pilot for 30 to 60 days with a real use case, such as order updates or lead follow-up. Measure response times, agent usability, delivery and read rates, customer satisfaction and total cost per conversation.
Matching provider type to business size
- Small businesses: a simple platform with an easy inbox, basic automation and transparent pricing
- Growing businesses: stronger integrations, campaign tools and chatbot builders
- Enterprises: scale, security, audit logs, single sign-on and dedicated support

Common mistakes when choosing
- Choosing on platform fee alone without calculating total cost, including Meta fees and markups
- Ignoring account ownership
- Buying features you will not use
- Skipping a pilot
- Forgetting staff training and internal processes
Calculating total cost of ownership
To compare providers fairly, estimate your monthly volumes by message category, such as marketing templates, utility notifications and customer service conversations, and the countries your customers are in. Multiply by Meta's rates, add each provider's markups, platform fees, per-agent fees and setup costs, and compare the totals over 12 months. Include internal costs too, such as staff time spent on manual work the platform could automate.
Migration from another provider
If you already use a BSP and want to switch, ask both providers about the migration process. Meta supports migrating phone numbers between WhatsApp Business Accounts, and approved templates may need to be recreated. Plan the switch for a quieter period and keep customers informed if there is any interruption.
Questions about AI features
Many providers now offer AI-powered replies and chatbots. Ask what data the AI uses, whether conversations are used to train models, how answers are kept accurate and how customers reach a human.
How to get started
Write down your main use cases, expected monthly volumes by message category and country, the number of agents, the systems you need to integrate and your must-have features. Share that brief with two or three providers and compare like for like. See our WhatsApp API pricing guide and browse WhatsApp message templates, or request a free comparison checklist from our WhatsApp marketing team.
