The free WhatsApp Business app works for a single shop with one phone, but once you need several agents, automated replies, CRM integration or bulk notifications, you move to the WhatsApp Business Platform, usually called the WhatsApp Business API.

The three parts of a WhatsApp Business API bill

1. Meta's messaging charges

Meta (the owner of WhatsApp) charges for certain messages that businesses send. Since July 2025, Meta bills per delivered template message rather than per 24-hour conversation, and the rate depends on two things:

  • The template category: marketing, utility or authentication. Marketing templates (offers, announcements, re-engagement) cost the most. Utility templates (order updates, appointment reminders) and authentication templates (one-time passwords) are cheaper.
  • The recipient's country code. A message to a +971 number is billed at the UAE rate, and a message to a +966 number at the Saudi rate, regardless of where your business is registered.

Two important exceptions keep many businesses' Meta bills low:

  • Service conversations are free. When a customer messages you first, a 24-hour customer service window opens and your free-form replies inside that window are not charged.
  • Utility templates sent inside an open customer service window are free. So an order confirmation sent while the customer is still chatting with you does not add to the bill.

2. The Business Solution Provider (BSP) or platform fee

  • A shared team inbox so several agents can answer from one number

Using marketing templates where utility would do

A message that confirms an order, a payment or an appointment should be submitted as a utility template, without promotional content. If a utility template contains a discount code or upsell, Meta may recategorise it as marketing, and it will be billed at the higher rate. Keep transactional messages clean.

Ignoring the free service window

If customers can easily start a conversation with you, through a click-to-WhatsApp ad, a QR code in-store or a WhatsApp button on your website, many of your replies fall inside the free customer service window.
