WhatsApp offers two main ways for businesses to communicate with customers: the free WhatsApp Business app and the WhatsApp Business Platform, commonly called the WhatsApp Business API. Many businesses start with the app and later move to the API as conversations grow. Others jump straight to the API because they need automation, integrations or several agents from day one.
This guide compares the two, explains the costs and helps you decide which is right for you.
The WhatsApp Business app
The Business app is a free download for Android and iOS, designed for small businesses. It looks and feels like regular WhatsApp, with extra business features:
- Business profile: address, hours, website, description and category
- Catalogue: products or services with images and prices
- Quick replies: saved answers to common questions
- Labels: organise chats, such as "new customer" or "order pending"
- Greeting and away messages
- Short links and QR codes to start chats
- Broadcast lists to contacts who have saved your number, with limits
- Linked devices: use the same account on a small number of additional devices
Best for
- Sole traders, freelancers and small shops
- A handful of staff handling chats
- Low to moderate message volumes
- Businesses that do not need integrations
Limitations
- Limited multi-user support and no proper shared inbox with assignment
- No official API for integrations with CRMs or e-commerce platforms
- Limited automation beyond greeting and away messages
- Broadcasts reach only contacts who saved your number, and mass messaging is restricted
- Harder to measure performance across a team
- Using unofficial automation tools with the app breaches WhatsApp's terms and can get your number banned
The WhatsApp Business Platform (API)
The API is designed for medium and large businesses, or any business that needs scale, automation or integration. It has no consumer-style app; instead, you use it through Meta's Cloud API with your own software or through a Business Solution Provider's platform.
Key features
- Shared team inbox with many agents, assignment, notes and tags
- Template messages approved by Meta for notifications and opted-in marketing, which you can send to customers outside the 24-hour service window
- Chatbots and automation for FAQs, lead capture, bookings and order status
- Interactive messages: buttons, lists, product catalogues and WhatsApp Flows for forms
- Integrations with CRMs, e-commerce, helpdesks, booking and payment systems
- Analytics for delivery, read and response rates
- Official business account with display name approval and verification, subject to Meta's criteria
- Scalability with messaging limits that increase as quality and volume grow
Best for
- Teams with several agents
- High message volumes
- E-commerce stores sending order and delivery updates
- Businesses needing chatbots or CRM integration
- Organisations that need reporting and governance
Cost comparison
Business app
Free to download and use. Your costs are staff time and any phone or device.
API
- Meta's message fees: Meta charges for template messages by category (marketing, utility and authentication) and by the recipient's country. Under Meta's current pricing, customer service replies within 24 hours of the customer's last message are generally free, and utility templates sent within that window may also be free. Prices change periodically, so check Meta's latest rate card.
- Platform or BSP fees: monthly subscriptions, per-agent fees or message markups, depending on the provider
- Setup and integration: one-time costs for onboarding, templates, chatbots and integrations
For many businesses, the efficiency gains, automation and better customer experience outweigh these costs once volumes grow.
Side-by-side summary
| Feature | Business app | Business Platform (API) |
|---|---|---|
| Cost | Free | Platform fees plus Meta message fees |
| Users | One account on a few linked devices | Many agents in a shared inbox |
| Automation | Greeting and away messages, quick replies | Chatbots, workflows, triggers |
| Integrations | None officially | CRM, e-commerce, helpdesk, booking, payments |
| Outbound messages | Broadcast lists with limits | Approved templates to opted-in customers |
| Reporting | Basic | Detailed analytics |
| Setup | Minutes | Days to weeks, depending on verification and integrations |
Signs you should move to the API
- Chats are being missed or answered slowly
- Several staff need access at once
- You want to send order, booking or delivery notifications automatically
- You need to connect WhatsApp to your CRM or store
- You want a chatbot for common questions
- You need reporting on team performance
- You are tempted to use unofficial bulk tools; switch to the official API instead
Can you use the same number?
A phone number can generally be registered on either the Business app or the API, not both in the traditional sense, although Meta has introduced options for some businesses to use the app and the platform together on the same number through certain providers. If you migrate a number from the app to the API, chat history may not transfer in the same way, so plan the switch, export anything important and tell customers if there will be changes. Check current options with your provider, as Meta's features evolve.
Opt-in rules apply to both
Whichever option you use, you need customers' permission before messaging them, and marketing messages must follow local laws such as GDPR and PECR in the UK, the TCPA in the US, CASL in Canada, the Spam Act in Australia, the UEMA in New Zealand and the PDPA in Singapore. Meta's Business Messaging Policy also applies.
Migration checklist
- Verify your business in Meta Business Manager.
- Choose a provider or the Cloud API.
- Decide whether to migrate your existing number or use a new one.
- Prepare templates for your main notifications and get them approved.
- Set up the inbox, chatbot and integrations.
- Train staff and set response-time targets.
- Announce the change to customers if anything will look different.
Industry examples
- A boutique with one owner and one assistant: the Business app works well for answering questions and sharing catalogue items.
- A clinic group with several receptionists: the API with a shared inbox and reminder templates prevents missed chats and reduces no-shows.
- An online store shipping hundreds of orders a day: the API with Shopify integration sends order confirmations and delivery updates automatically.
- A real estate agency with many agents: the API routes enquiries to the right agent and logs conversations in the CRM.
Security and governance
With the Business app, chats live on staff phones, which makes it harder to control access when people leave. The API centralises conversations in a platform with user roles, audit logs and the ability to remove access instantly. For businesses handling sensitive information, that governance is a strong reason to move to the API.
Customer experience differences
Customers notice the difference. On the app, replies depend on whoever has the phone, and chats can be missed after hours. On the API, chats are routed to available agents, a chatbot can answer common questions at any hour, and customers receive timely notifications about orders and appointments. The result is faster, more consistent service, which often leads to more sales and fewer complaints.
A phased approach
Some businesses move gradually: they keep the Business app for a small team while piloting the API for one use case, such as order notifications or appointment reminders. Once the API proves its value, more use cases and staff move across. This reduces risk and gives staff time to learn the new tools.
