Setting up the WhatsApp Business API in Kuwait
- Meta Business Manager. Create or verify your company's Meta Business account. Meta usually asks for documents showing your legal business name and address, such as your commercial licence.
- Phone number. Use a new number or migrate your existing one. Chat history on the phone does not transfer to the API platform.
- Display name and profile. Use your real brand name, logo, description, address, website and hours, in Arabic and English.
- Templates. Write and submit templates for the business-initiated messages you need: order confirmations, delivery updates, appointment reminders and offers.
- Inbox and automation. Add agents, set routing rules, and build a short chatbot for common questions.
- Opt-in. Update your website, checkout, Instagram bio link and in-store materials so customers can choose to receive WhatsApp messages.
Template categories and costs
Meta classifies templates as marketing, utility or authentication, and charges per delivered template message based on the category and the recipient's country. Messages to +965 numbers are charged at Meta's rate for Kuwait. Important exceptions:
- Free-form replies inside a 24-hour customer service window, opened when the customer messages you, are not charged.
- Utility templates sent inside an open service window are free.
This matters for Kuwaiti businesses that sell through Instagram: when a customer taps a WhatsApp link and messages you, your replies during that window carry no Meta charge.

Business-initiated messages require opt-in, and Meta restricts certain products and content. Your quality rating drops if many recipients block or report you, which can limit how many messages you can send.
