Kuwait has three mobile operators, Zain, Ooredoo and stc, and the telecom sector is regulated by the Communication and Information Technology Regulatory Authority (CITRA). Sender IDs in Kuwait

A sender ID is the name displayed in place of a phone number, such as your brand, up to 11 alphanumeric characters. In practice:

  • Sender IDs typically need to be registered and approved with the operators through your SMS provider.
  • The name must relate to your licensed business or registered brand.
  • Providers usually request a commercial licence and an authorisation letter on company letterhead.
  • Overseas businesses may be asked for company registration documents and additional justification.
  • Names that imitate other brands, government bodies or banks are rejected.

Allow several working days for approval, and longer if documents are incomplete or the name is similar to an existing brand.

Promotional versus transactional messages

Transactional messages are expected as part of a service: OTPs, payment confirmations, order and delivery updates, appointment reminders and account alerts. They use your plain registered sender and can be sent whenever triggered.

Promotional messages are offers, launches and marketing announcements. They carry stricter expectations on consent, opt-out and timing, and some routes handle promotional senders or content separately. Ask your provider exactly how promotional traffic is treated on its Kuwait routes.

Keep the two streams separate from day one. Mixing offers into OTP or order messages is a common reason for filtering and suspensions.

Consent and data protection

Kuwait's data protection framework is developing. CITRA's Data Privacy Protection Regulation applies to providers in the communications and IT sector, and consumer protection and electronic transactions rules also apply. Whatever the precise legal scope for your business, the safe approach is:

Timing and culture

Kuwait is on UTC+3 with no daylight saving. The working week usually runs Sunday to Thursday. Send promotional messages during daytime and early evening, avoid prayer times and late nights, and adjust for Ramadan, when shopping and dining shift into the evening. Avoid promotions on Eid days and national holidays unless the offer is specifically for them.

Arabic, English and message length

  • English (GSM-7): 160 characters per single SMS, 153 per part for longer messages.
  • Arabic or emoji (Unicode): 70 characters per single SMS, 67 per part.

Arabic messages therefore use more parts. Keep them short, put the key information first, and check the part count before sending. Avoid emojis in English messages if you want to stay within one part.

  • Remove duplicates and invalid numbers
  • Suppress opt-outs permanently, across all tools
  • Remove numbers that fail repeatedly
  • Record language preference so you can send Arabic or English correctly

Questions to ask:

  • Do you have approved routes to Zain, Ooredoo and stc?
  • Who registers the sender ID and how long does it typically take?
  • Do I get per-message delivery reports, not just "sent" counts?

  • Redundancy: a backup route or channel if the primary route fails

  • Fraud protection: rate limits and monitoring to prevent abuse that runs up costs

Some businesses also offer WhatsApp authentication templates as an alternative OTP channel for customers who prefer it.
