WhatsApp Chatbots for Saudi E-commerce: Use Cases, Rules and Costs

Saudi shoppers expect to ask questions, confirm orders and track deliveries on WhatsApp. This guide explains what a WhatsApp chatbot can do for a Saudi online store, which rules apply, how Meta's fees changed in 2026 and what setup costs.

By the DND Teams editorial team · Updated

For many Saudi online stores, WhatsApp is where the real customer conversation happens. Shoppers message to ask about sizes and stock, confirm cash-on-delivery orders, check delivery times and arrange returns. When the team answers every message by hand, replies slow down in the evenings and during sales such as White Friday, Ramadan and Saudi National Day, and orders are lost.

A WhatsApp chatbot built on the WhatsApp Business Platform (the API) handles the repetitive part of that work and hands complex cases to a person. This guide covers the practical decisions for a Saudi store. For general advice on choosing a bot, see our WhatsApp chatbot buyer guide.

What a chatbot can do for a Saudi online store

The most useful flows are simple and tied to an order:

  • Order confirmation for cash on delivery. After checkout, a utility template asks the customer to confirm the order and address with one tap. Unconfirmed COD orders can be held before they are shipped, which reduces failed deliveries.
  • Order status and tracking. The customer types an order number or taps "Track my order", and the bot replies with the status from your store and courier systems.
  • Product questions. Sizes, colours, stock, delivery areas and delivery times, answered from your catalogue and FAQ.
  • Returns and exchanges. The bot collects the order number, reason and photos, then creates a ticket for your team.
  • Abandoned-cart reminders. For shoppers who have opted in to WhatsApp messages, a reminder with a link back to the cart.
  • Hand-off to an agent. A "Talk to the team" option at every step, routed to a shared inbox with the conversation history.

Start with two or three of these, measure them, and add more later.

Arabic first, English always

Most Saudi shoppers will write in Arabic, often mixed with English words, and in Saudi dialect rather than formal Arabic. Plan for this:

  • Write every template and reply in Arabic and English, and let the customer switch language.
  • Use buttons and lists for key choices, so the bot does not depend on understanding free text.
  • If you use an AI model for free-text questions, test it on real Saudi-dialect messages and limit it to your own catalogue and policies.
  • Check right-to-left layout of order numbers, prices in SAR and dates on real phones.

Connecting the bot to your store

A chatbot is only as good as the data behind it. Before building, list the systems it must read from or write to:

  • Store platform. Salla, Zid, Shopify, WooCommerce or a custom store, for orders, products and customers.
  • Courier. For tracking status and delivery dates.
  • Payments. Links for prepaid orders using the methods your store already offers, such as mada, Apple Pay, cards or buy-now-pay-later.
  • Help desk or CRM. So that agents see the full conversation and order history.

Ask any provider to show a working integration with your platform, not just a demo with sample data.

The rules that apply

WhatsApp's own policies

The WhatsApp Business Messaging Policy applies to every business:

  • Message only people who have opted in to receive WhatsApp messages from you.
  • Messages you start outside the 24-hour customer service window must use approved templates, categorised as marketing, utility or authentication.
  • Your number's quality rating and messaging limits depend on how customers react. Blocks and reports lower them.

Saudi data protection and e-commerce law

  • PDPL. Saudi Arabia's Personal Data Protection Law, supervised by the Saudi Data and AI Authority (SDAIA), has been enforced since September 2024. It covers collecting, using and sharing customer data, including in chat. Tell customers how you use their data and get consent for marketing. Our Saudi PDPL direct marketing guide explains the details.
  • E-Commerce Law. The Saudi E-Commerce Law (Royal Decree M/126 of 2019) requires online stores to be clear about who they are, their prices and their terms. Bot replies about prices, delivery fees and returns must match your store's published terms.

Our Saudi Arabia WhatsApp compliance page summarises the practical checks. This guide is general information, not legal advice.

How Meta's fees work in 2026

Meta charges for WhatsApp Business Platform messages per delivered message, with rates that depend on the message category and the recipient's country. Two changes matter for chatbots:

  • Templates. Since 1 July 2025, Meta charges per delivered template message (marketing, utility or authentication) instead of per conversation.
  • Replies inside the customer service window. From 1 October 2026, Meta charges for service messages, the free-form replies sent within the 24-hour window after a customer messages you, at the same rate as utility messages in that market. Each business phone number gets 1,000 free service messages a month. Utility templates sent inside the window are also charged from that date. Source: Meta, Pricing on the WhatsApp Business Platform.

Messages sent within the 72-hour free entry point window, which opens when a customer starts a chat from a Click-to-WhatsApp ad or a Facebook Page button, remain free.

For a chatbot, this means every automated reply now has a small cost once you pass the free tier. Good bot design keeps conversations short: use buttons, answer in one message where possible, and avoid sending several messages when one will do. Check Meta's current rate card for Saudi Arabia before you set your budget.

Frequently Asked Questions

Can a WhatsApp chatbot confirm cash-on-delivery orders?

Yes. After checkout the bot sends a utility template asking the customer to confirm the order and address with a button. Unconfirmed orders can be held before shipping, which helps reduce failed deliveries.

Does a WhatsApp chatbot work with Salla or Zid?

Yes, through the platform's apps or API. Ask your provider to show a working integration with your store platform and courier before you sign.

Are chatbot replies free on WhatsApp?

Not any more. From 1 October 2026 Meta charges for service messages sent within the 24-hour customer service window, after a free tier of 1,000 service messages per business phone number each month. Chats started from Click-to-WhatsApp ads stay free for 72 hours.

Does the Saudi PDPL apply to WhatsApp chats?

Yes. Names, phone numbers, addresses and order details collected in chat are personal data. Tell customers how you use them, get consent for marketing and keep the data secure.

How much does a WhatsApp chatbot for a Saudi store cost?

Chatbot projects typically start at our Growth level: US$499–US$999 setup and US$249–US$499 a month, plus Meta's message fees at cost. A WhatsApp API starter is US$149 one-time for our setup work only.
