Not every message is best delivered as text. An elderly patient may not read a WhatsApp reminder, a customer may ignore an SMS about an overdue payment, and a field team may need an urgent alert they cannot miss. Automated voice calls, including voice broadcasting, IVR (interactive voice response) and click-to-call flows, fill that gap.
This guide explains how Saudi businesses use automated voice responsibly, what to consider before launching, and how voice fits with SMS and WhatsApp. It is general information, not legal advice.
Types of automated voice services
Voice broadcasting (outbound voice messages)
A pre-recorded message is played to a list of recipients who have a relationship with your business. Common uses include appointment reminders, delivery confirmations, payment reminders, event announcements and service alerts. Some broadcasts include a simple response option: "Press 1 to confirm, 2 to reschedule."
Inbound IVR
When customers call your number, an IVR menu greets them and routes the call: "For Arabic press 1, for English press 2", then sales, support, branch locations and so on. A good IVR shortens wait times and directs callers to the right team, while a bad one frustrates them.
Outbound IVR and surveys
Automated calls that ask customers to rate a service or answer short questions using their keypad. Useful for clinics, service centres and delivery companies measuring satisfaction.
Missed-call and callback services
A customer gives a missed call to a published number and receives an automated callback or SMS. Useful for lead capture from print and outdoor advertising.
Rules and expectations in Saudi Arabia
The regulator
Telecom services in Saudi Arabia are regulated by the Communications, Space and Technology Commission (CST), formerly the CITC. Automated calling is delivered through licensed operators and service providers, which apply the regulator's requirements, including on caller identification and acceptable use. Work only with providers that use licensed routes; unlicensed routes can lead to blocked calls and legal risk.
Consent and relationship
Automated promotional calls to people who have not agreed to receive them are intrusive and risky. Best practice in Saudi Arabia, as elsewhere, is to:
- Make automated calls only to customers with an existing relationship with your business, for service-related messages they would expect
- Obtain clear consent before using automated calls for marketing
- Offer a simple way to opt out, such as "Press 9 to stop receiving these calls", and honour it promptly
- Respect the Personal Data Protection Law (PDPL) when collecting and using phone numbers, including telling customers how their data will be used
Our Saudi voice compliance guide has a short checklist.
Caller ID
Use a recognisable, valid caller ID that customers can call back. Anonymous or misleading caller IDs damage trust and may be blocked.
Timing and cultural considerations
- Saudi Arabia is on UTC+3, and the working week runs Sunday to Thursday.
- Call during reasonable daytime hours, avoid late evenings and be mindful of prayer times, when a call is especially unwelcome.
- During Ramadan, daily routines shift; adjust timing and avoid calls close to iftar.
- Avoid calls during the Eid holidays unless they are urgent service messages.
Writing an effective Arabic voice script
Voice is linear: listeners cannot scroll back. Keep scripts:
- Short: 20–40 seconds for most broadcasts
- Clear about who is calling in the first sentence: "مرحباً، معك [اسم الشركة].."
- Specific: one purpose per call, such as confirming an appointment, a delivery window or a payment due date
- Actionable: "Press 1 to confirm, press 2 to speak to our team"
- Polite and natural: use a professional voice artist or a high-quality recording rather than robotic text-to-speech for important calls
Offer Arabic first for the general public, and English for audiences where it is more appropriate, such as some expatriate segments or B2B contacts. Where you have language preferences recorded, use them.
Sample scripts
Appointment reminder (Arabic, translated):
Hello, this is [Clinic Name]. This is a reminder of your appointment tomorrow, [day], at [time]. To confirm, press 1. To reschedule, press 2. To stop these reminders, press 9.
Delivery confirmation:
Hello, this is [Store Name]. Your order will be delivered tomorrow between 2 and 6 p.m. If you will be available, press 1. To choose another day, press 2.
Measuring voice campaigns
Track:
- Answer rate: calls answered versus attempted
- Completion rate: listeners who heard the full message
- Key-press responses: confirmations, reschedules, opt-outs
- Retry results: answers on second or third attempts
- Outcomes: fewer no-shows, fewer failed deliveries, faster payments
Most platforms let you schedule automatic retries for unanswered calls. Two retries at different times of day is usually enough; more than that annoys customers.
Voice, SMS and WhatsApp together
A common sequence for important service messages in Saudi Arabia:
- WhatsApp template for customers who opted in.
- SMS for those without WhatsApp or who did not read the message, using a registered sender ID (see our Saudi bulk SMS guide).
- Voice call for critical messages that still have not been acknowledged.
This approach keeps costs down, because voice is used only where it is needed, and maximises reach.
Use cases by industry
- Healthcare: appointment reminders and confirmations, vaccination reminders, lab result ready notifications without medical details.
- E-commerce and logistics: cash-on-delivery confirmation calls, delivery window confirmations, failed delivery follow-ups.
- Finance: payment due reminders for existing customers, with a number to call back.
- Education: parent notifications, exam timetable reminders, emergency closures.
- Utilities and services: maintenance windows and service outages.
- Real estate and automotive: site visit and test drive confirmations.
Pricing
Voice call pricing depends on call duration, destination network, volume and features such as IVR menus, retries and reporting.
| Item | DND Teams (starting from) | Includes |
|---|---|---|
| Voice broadcast setup | custom quote | Script review, caller ID setup, list formatting, test calls |
| Outbound voice broadcast | usage at carrier cost plus margin, quoted per country | Volume-based, with delivery and key-press reports |
| Inbound IVR | typically US$49–US$149 per month + usage (setup typically US$299+) | Bilingual menu, call routing, reporting |
| Professional Arabic voice recording | custom quote | Recorded by a native speaker |
Prices are in US dollars and follow our current price list. These figures are positioned below typical Saudi market rates. Contact us for an exact quote, since final pricing depends on volume, routes and features.
Choosing a voice provider
When comparing voice providers for Saudi traffic, ask:
- Which licensed routes and operators do you use? Calls should reach customers on all major Saudi networks with a valid caller ID.
- Can I upload my own recordings and use text-to-speech in Arabic? Recorded voices usually perform better for important calls.
- How are calls billed? Per second, per 30 seconds or per minute, and whether unanswered attempts are charged.
- What reporting do you provide? Look for answered, busy, no answer, failed and key-press results per number, exportable for your CRM.
- Do you support retries and scheduling? Automatic retries at set intervals and time-window controls are essential.
- Can it integrate with my systems? An API lets your booking or order system trigger calls automatically.
- What happens when a customer presses to speak to someone? The call should transfer to a staffed number during working hours.
Run a small pilot, perhaps a few hundred calls to existing customers, before committing to a large campaign.
Checklist before your first campaign
- Confirm the purpose is a service message or that you have marketing consent.
- Use a licensed provider and a valid caller ID.
- Prepare a short, clear Arabic script, plus English if needed.
- Include an opt-out option and a way to reach a person.
- Format numbers as +966 followed by the mobile number, and remove duplicates and opt-outs.
- Schedule within reasonable daytime hours in Saudi time, away from prayer times.
- Test calls on different networks.
- Review answer rates and responses after the campaign.
