Getting set up

1. Meta Business verification

You need a Meta Business Manager (Meta Business Suite) account for your company. Meta usually asks for documents showing your legal business name and address. For Saudi companies, that is typically the Commercial Registration (CR) certificate. The business name in Meta should match your official documents exactly, in the same language and spelling, to avoid rejections.

2. Choosing a phone number

You can use a new number or move an existing one. The number must be able to receive a verification code by SMS or call. If you move a number from the WhatsApp Business app, the chat history on the phone does not transfer to the API platform. Many businesses keep their well-known number for continuity.

3. Display name and profile

Your display name must reflect your brand and follow Meta's display name rules. Complete your profile with a logo, description, address, website and working hours, ideally in Arabic and English.

4. Templates

Business-initiated messages outside the 24-hour customer service window must use pre-approved templates. Each template has a category:

  • Marketing: offers, new products, events, re-engagement.
  • Utility: order confirmations, delivery updates, appointment reminders, account notifications.
  • Authentication: one-time passwords.

Arabic and English versions are submitted as separate language variants. Write templates in clear, natural Arabic; overly literal translations read poorly and can be rejected.

Rules that apply in Saudi Arabia

Meta's policies

Meta requires opt-in before you send business-initiated messages. The opt-in must make clear that the customer will receive messages from your business on WhatsApp. Meta also restricts certain products and services, and monitors quality: if many customers block or report you, your quality rating drops and your messaging limits can be reduced.

The Personal Data Protection Law (PDPL)

Saudi Arabia's Personal Data Protection Law came into force in 2023, with compliance required from September 2024, and it is overseen by the Saudi Data and AI Authority (SDAIA). For WhatsApp marketing, the key practical points are:

  • Collect personal data, including phone numbers, for clear purposes and with appropriate consent for marketing.
  • Tell customers how their data will be used, in your privacy policy.
  • Allow customers to withdraw consent and stop messaging promptly when they do.
  • Be careful about transferring personal data outside the Kingdom, which the PDPL regulates. Ask your platform provider where data is stored and processed.
