WhatsApp is a powerful business channel precisely because customers trust it as a personal space. Meta protects that trust with policies, quality monitoring and limits. Businesses that follow the rules can grow from a few hundred to unlimited daily contacts; businesses that spam or break policy can see templates paused, limits reduced, or numbers and accounts restricted.
This guide summarises the policies and mechanisms that matter most for businesses on the WhatsApp Business Platform, based on Meta's published documentation as of October 2026. Always read the current WhatsApp Business Messaging Policy and Commerce Policy for full details.
The core rules of the Business Messaging Policy
1. Get opt-in before you message
You may only contact people on WhatsApp if they have given you their phone number and agreed to receive messages from your business on WhatsApp. Good opt-in is:
- Clear: the person knows they will receive WhatsApp messages from your business
- Specific: ideally covering the types of message (order updates, offers, reminders)
- Recorded: you can show when and how they opted in
Opt-in also has to meet local law, such as India's DPDP Act, the UAE PDPL, Saudi PDPL, UK GDPR and PECR, or US and Canadian rules.
2. Respect opt-outs
If someone asks you to stop, by message, button or any other way, stop. Make it easy: a "Stop promotions" quick-reply button on marketing templates reduces blocks and reports, which protects your quality rating.
3. Use templates outside the customer service window

4. Provide a path to a human
If you use automation or a chatbot, customers should have a clear way to reach a human, such as a "Talk to an agent" option, email or phone number.
5. Be who you say you are
Your display name, profile and messages must accurately represent your business. Impersonating another brand or using misleading names leads to rejection or enforcement.
The Commerce Policy: what you cannot sell
WhatsApp's Commerce Policy prohibits or restricts transactions in certain goods and services, including, for example, illegal products, drugs, weapons, adult products and services, and some regulated categories such as alcohol, tobacco, gambling, and certain financial or medical products, depending on rules and region. If your business is in a regulated sector, check the policy before building campaigns, because a violation can lead to account restrictions.
AI chatbots: what changed in 2026
Meta updated its business terms so that, from 15 January 2026, AI providers may not use the WhatsApp Business Solution to offer general-purpose AI assistants where the AI assistant is the primary functionality being provided. Business-specific automation, such as customer support bots, booking assistants and order tracking, remains allowed. Quality rating: how Meta judges your messages
Meta assigns quality ratings to your phone number and templates based on how customers respond, including signals such as blocks, reports and engagement. Ratings are commonly shown as high (green), medium (yellow) or low (red) in WhatsApp Manager.
When quality falls:
- Templates with poor quality may be paused or disabled
- Messaging limits may not increase, or may be reduced
- Repeated issues can lead to restrictions on the number or account
Messaging limits: how many customers you can reach
According to Meta's messaging limits documentation, messaging limits are the maximum number of unique customers your business can message outside a customer service window in a moving 24-hour period. Limits are set at the business portfolio level and shared across all your business phone numbers.
- New business portfolios start at 250
- You can reach 2,000 by verifying your business, having your partner verify it, or sending 2,000 delivered messages to unique users within 30 days using high-quality templates
- After that, Meta can raise limits automatically to 10,000, 100,000 and unlimited if your quality is high and you have used at least half of your current limit in the last 7 days
This means quality and consistent, legitimate use matter more than buying more phone numbers.
Common reasons accounts get into trouble
- Messaging people who did not opt in, such as purchased or scraped lists
- Too many marketing messages, too frequently, to unengaged customers
- Misleading templates, such as a "utility" template that is really an advert
- No opt-out option, so frustrated customers block and report instead
- Prohibited products or services under the Commerce Policy
- Impersonation or misleading display names
- Using unofficial tools or modified WhatsApp apps to send bulk messages, which violate WhatsApp's terms and often lead to bans
How to keep your account healthy
- Collect strong opt-in and keep records.
- Segment your audience and send marketing only to customers likely to be interested.
- Control frequency. Set a sensible maximum number of marketing messages per customer per week or month.
- Add a "Stop" button to marketing templates.
- Write useful messages. Personalise, keep them short, and give a clear reason to read.
- Respond quickly to replies; unanswered conversations frustrate customers.
- Monitor quality in WhatsApp Manager weekly and investigate drops immediately.
- Verify your business with Meta to unlock higher limits.
- Use only official access through the WhatsApp Business Platform via Meta or a reputable provider.
What to do if you are restricted
- Read the notice in WhatsApp Manager or Business Support Home to understand the reason
- Stop the campaign or template that caused the problem
- Review opt-in sources and recent message content
- If you believe the decision is wrong, request a review through the official process
- Rebuild quality gradually with high-value utility messages and engaged audiences
Policy considerations by market
Meta's policies apply globally, but local rules add requirements:
- India: the DPDP Act governs consent and data use; keep promotional and service messaging clearly separated.
- UAE and Saudi Arabia: the UAE PDPL and Saudi PDPL require valid consent and easy opt-out; Arabic templates should be as clear as English ones.
- UK and EU: UK GDPR and PECR set strict consent standards for electronic marketing.
- US and Canada: TCPA and CASL rules on consent and identification can apply to business messaging, so record consent carefully.
When you run campaigns in several countries, apply the strictest relevant standard to your opt-in process.
Signs your account is at risk
Watch for falling template quality, a drop in your phone number's quality rating, rising block rates after campaigns, or a messaging limit that stops increasing. Act early by pausing the weakest campaigns and reviewing opt-in sources.
