WhatsApp Business API Pricing in India: How Meta Charges in 2026

Meta changed WhatsApp pricing several times between 2025 and 2026. This guide explains how charges work for Indian businesses today, what changed on 1 October 2026, and how to estimate your monthly bill.

WhatsApp is the most used messaging app in India, which makes the WhatsApp Business Platform (often called the WhatsApp Business API) a natural channel for order updates, reminders, support and marketing. But many business owners find the pricing confusing, partly because Meta has changed it several times: from conversation-based pricing to per-message pricing in July 2025, to INR billing localisation for Indian businesses from January 2026, and to new charges for service messages from 1 October 2026.

This guide explains how pricing works as of October 2026, based on Meta's official pricing documentation. We do not quote Meta's per-message rates here, because Meta can update them each quarter; always check the current INR rate card linked from that page.

Two layers of cost

Your total WhatsApp cost has two layers:

  1. Meta's charges for messages delivered to WhatsApp users, based on Meta's published rate card.
  2. Your provider's charges, from a Business Solution Provider (BSP) or tech provider, for the platform, inbox, chatbot, integrations and support. Some providers add a margin per message; others charge a flat platform fee and pass Meta's charges through at cost.

When you compare providers, ask them to separate these two layers so you can see exactly what is Meta's fee and what is theirs.

How Meta charges: per delivered message

Since 1 July 2025, Meta charges per delivered message, not per 24-hour conversation. Each message from your business has one category, and the rate depends on that category and on the country code of the recipient's phone number. For Indian customers (+91), the India rates apply.

The main categories are:

  • Marketing templates: offers, announcements, product recommendations, re-engagement messages
  • Utility templates: order confirmations, shipping updates, payment reminders, appointment confirmations
  • Authentication templates: one-time passwords and login codes
  • Service messages: free-form (non-template) replies sent within 24 hours of the customer's last message
  • Meta Business Agent messages: replies generated by Meta's own AI agent platform, charged on a token basis, introduced in July 2026

Meta charges only for messages from businesses to users. Messages customers send to you are not charged.

What changed on 1 October 2026

Two kinds of message that had been free became chargeable on 1 October 2026:

  • Service messages. Free-form replies within the 24-hour customer service window had been free since November 2024. From 1 October 2026, Meta gives each business phone number a free tier of 1,000 service messages per month, and charges from the 1,001st service message. The free tier resets monthly and unused messages do not roll over.
  • Utility templates sent within an open customer service window. These had been free since July 2025 and are now charged at the utility rate.

Meta also stated that businesses without a payment method on file would stop having service messages delivered once they become chargeable, so check your billing setup in Meta Business Suite or with your provider.

When messages are still free

Meta's documentation lists two situations where messages are not charged:

  • The free entry point window. If a customer messages you from a Click-to-WhatsApp ad (or a Facebook Page call-to-action button) and you reply in time, a free entry point window opens. During that window, marketing, utility, authentication and service messages are not charged. Meta Business Agent messages remain chargeable.
  • The first 1,000 service messages each month, per business phone number.

For businesses that run Click-to-WhatsApp ads on Facebook and Instagram, the free entry point window can significantly reduce messaging costs for those conversations.

Volume tiers for utility and authentication

Meta offers lower rates for utility and authentication messages at higher monthly volumes. Volumes are counted per market and category at the business portfolio level, and the tiers reset each month. Marketing messages do not get volume tiers. If you send large volumes of OTPs or order updates to Indian numbers, ask your provider how tiers apply to your account.

INR billing for Indian businesses

Meta launched billing localisation for India on 1 January 2026. According to Meta's documentation, eligible businesses whose sold-to country is India must migrate their messaging accounts to INR by 31 December 2026; from 1 January 2027 Meta says it will stop delivering messages from non-INR messaging accounts of eligible customers. If your account was set up in USD by a provider, ask them now about migration.

How to estimate your monthly bill

Use this simple method:

  1. List your monthly message volumes by category: marketing campaigns, utility notifications, OTPs and customer service replies.
  2. Exclude messages likely to fall inside free entry point windows from your Click-to-WhatsApp ads.
  3. Subtract 1,000 service messages per business phone number from your service message count.
  4. Multiply each remaining category by the current India rate from Meta's INR rate card.
  5. Apply volume tiers for utility and authentication if your volumes qualify.
  6. Add your provider's platform fee or per-message margin, and GST.

Example structure (no rates): a clinic sends 3,000 appointment reminders (utility), 600 OTPs for its patient portal (authentication), 2 marketing campaigns to 2,000 opted-in patients (4,000 marketing messages) and 1,500 service replies. It would pay Meta for 3,000 utility, 600 authentication and 4,000 marketing messages, plus 500 service messages beyond the free tier, at the current India rates, plus its provider's fees.

Ways to control WhatsApp costs

  • Use the right category honestly. Meta reviews template categories and can recategorise templates. Utility templates must not contain promotional content.
  • Send marketing to engaged, opted-in customers. Quality matters as much as cost, because low-quality campaigns can affect your phone number's standing and messaging limits.
  • Answer within the customer service window using free-form replies for real conversations, keeping in mind the monthly free tier.
  • Use Click-to-WhatsApp ads where they fit, to benefit from free entry point windows.

Questions to ask a WhatsApp provider

  • Do you pass Meta's charges at cost, or add a margin per message?
  • What is your monthly platform fee, and what does it include (inbox seats, chatbot, integrations)?
  • Is my account billed in INR, and will you handle the INR migration?
  • Who owns the WhatsApp Business Account and phone number if I leave?
  • How do you help with template approval and quality ratings?

Common budgeting mistakes

  • Budgeting with old conversation-based pricing. Quotes or spreadsheets built before July 2025 count conversations, not messages, and will not match your invoices.
  • Assuming all replies are free. Since 1 October 2026, service replies beyond 1,000 per number per month are charged, so busy support desks need to include them.
  • Ignoring category changes. If Meta recategorises a utility template as marketing because it contains promotional content, every message from it is billed at the marketing rate.
