Shopify is a popular choice for UK retailers because it handles hosting, security, checkout and payments in one platform. The hard part is not getting started; it is budgeting. One agency quotes £2,000, another £12,000, and both call it "a Shopify store".
This guide is for UK business owners who want to hire an agency to build or rebuild a Shopify store. It explains what drives build costs, the running costs you should budget for, UK-specific requirements such as VAT and consumer law, and how to compare quotes. For the skills and hiring checklist, see our guide on how to hire a Shopify developer.
What a UK Shopify agency actually charges for
Most quotes are built from the same parts. The price differs because of how much of each part is included.
- Discovery and planning: product structure, collections, navigation, shipping zones, and which apps you need.
- Design: customising an existing theme, or designing custom page templates for your brand.
- Theme development: building the templates, sections and product pages in Shopify's Liquid theme language.
- Product setup: importing products, variants, images and descriptions, and setting up collections and filters.
- Apps and integrations: reviews, subscriptions, loyalty, email marketing, accounting (for example Xero), stock or ERP systems.
- Migration: moving products, customers and orders from WooCommerce, Magento or another platform, with 301 redirects to keep search rankings.
- Testing and launch: checkout testing, mobile testing, speed checks, and setting up analytics.
Indicative UK build budgets
Independent UK web design price guides published in 2026 put a custom small-business website at roughly £1,500 to £3,500, and more complex builds at £3,000 to £8,000. Freelancers often charge £500 to £2,500. A Shopify store with custom design, many products, integrations or a migration usually sits in the complex band or above.
In practice, UK Shopify projects fall into three groups:
| Project type | What it usually includes | Where it tends to sit |
|---|---|---|
| Theme setup | Premium theme customised, a small catalogue loaded, standard apps | The lower end of the market |
| Custom store | Custom design on a theme base, full catalogue, filters, key integrations | The middle of the market |
| Complex store or migration | Custom templates, B2B or subscriptions, ERP or stock integration, platform migration | The upper end and beyond |
Our indicative range for a complete e-commerce store, our Premium website package, is typically US$4,000+ (roughly £3,000 at recent exchange rates) and covers stores with up to 100 products. Larger catalogues, complex integrations and migrations are quoted on scope. See the full list on our pricing page and what is included on our website and e-commerce design page.
Running costs to budget for
The build is a one-off cost. These recurring costs are separate and are paid to Shopify or app providers, not to the agency.
- Shopify subscription. Shopify sells several plans, billed monthly or yearly. Check current UK prices on Shopify's own pricing page before you budget, as they change.
- Payment processing. Shopify Payments and other gateways charge a fee per transaction, which depends on your plan and card type.
- Apps. Many apps charge a monthly fee. Five or six paid apps can add up quickly, so ask your agency to list each recommended app and its price.
- Theme licence. Premium themes from the Shopify Theme Store are usually a one-off purchase.
- Domain and email. Your domain and business email are usually separate small costs.
- Maintenance and improvements. UK guides suggest budgeting roughly £300 to £1,500 a year for website hosting and maintenance. For Shopify, hosting is included in the subscription, but you will still want help with updates, new features and fixes.
When we build a store, any third-party subscriptions, themes or apps you choose are billed at cost, so you can see exactly what you are paying for.
UK requirements your agency should handle
A good UK-facing store is not only well designed. It also needs to meet UK rules.
VAT
The standard VAT rate in the UK is 20%. Shopify lets you set up tax collection for the UK, but your agency should configure prices (VAT-inclusive for consumers), invoices and shipping tax correctly. If you sell to the EU as well, the rules are different; take advice from your accountant.
Consumer law
The Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013 give consumers a 14-day cancellation period for most goods bought online. Your store needs clear information about delivery, returns and cancellation, plus your business name and contact details.
Cookies and privacy
Under UK GDPR and PECR, non-essential cookies, such as most analytics and advertising cookies, need consent. Your store should have a cookie banner that actually blocks those cookies until the customer agrees, and a clear privacy policy.
Accessibility
Accessible stores are easier for everyone to use and reduce legal risk. Ask your agency to check colour contrast, alt text, keyboard navigation and form labels.
How to compare Shopify quotes
When quotes differ widely, ask every agency to answer the same questions in writing:
- Is the design custom, or a customised theme? Which theme, and is the licence included?
- How many products, variants and collections are included in the price?
- Which apps are recommended, and what does each cost per month?
- Is a migration included, with a redirect plan to protect your search rankings?
- How many rounds of design revisions are included?
- What testing is done before launch, and is there a support period afterwards?
- Who owns the store, theme code and content when the project ends?
The store should always be created under your own Shopify account, with the agency added as a collaborator. Never let an agency own the store account.
Should a UK retailer use an offshore Shopify agency?
Offshore agencies can cost less for the same quality, which is why many UK retailers use teams in India or Eastern Europe. The time difference with India is manageable: London is 4.5 to 5.5 hours behind India, so the UK morning overlaps with the Indian afternoon. What matters more is a clear specification, staging reviews on a duplicate theme, and a contract with clear deliverables and ownership terms.
Plan for SEO from day one
A new or migrated store is the best moment to get the structure right: clean collection URLs, unique product descriptions, structured data, fast pages and a redirect map if you are moving platforms. Our guide to e-commerce SEO for Shopify in the UK covers this in more detail.
