OTP via SMS vs WhatsApp Authentication: Which Should You Use?

One-time passwords protect sign-ups, logins and payments. SMS has been the default for years, but WhatsApp authentication templates are growing fast. Here is how they compare.

By the DND Teams editorial team · Updated

One-time passwords (OTPs) are short codes sent to a user's phone to verify sign-ups, logins, password resets and transactions. They are a key part of security for apps, e-commerce sites, fintech platforms and online services. For years, SMS was the standard way to deliver them. Today, many businesses also use WhatsApp authentication templates, and some use both.

This guide compares SMS and WhatsApp for OTP delivery across reach, reliability, cost, security and user experience.

How SMS OTP works

Your system generates a code and sends it through an SMS provider to the user's phone number. The user enters the code in your app or website. Android and iOS can auto-detect codes from SMS in some cases, making entry easier.

Strengths

  • Universal reach: works on every mobile phone, without an app or internet connection
  • Familiar: users understand SMS codes
  • Auto-fill support on many devices
  • Mature ecosystem of providers and integrations

Weaknesses

  • Cost: international SMS can be expensive, and prices vary by country
  • Delivery variability: routes, operator filtering and sender ID rules affect delivery speed and success
  • Fraud risks: SMS pumping (artificially inflated traffic) can generate large bills
  • Security concerns: SIM swap attacks and interception risks mean SMS OTP is considered weaker than app-based authenticators or passkeys
  • Regulation: sender ID registration requirements in many countries, such as the UAE, Saudi Arabia, Singapore and India

How WhatsApp authentication works

Through the WhatsApp Business Platform, businesses send authentication templates, approved by Meta, containing a one-time code. Templates can include a copy code button and, on Android, one-tap or zero-tap autofill options where supported.

Strengths

  • Cost in some markets: authentication messages can be cheaper than international SMS in certain countries, depending on Meta's current rates
  • Rich experience: branded business profile, copy-code buttons and autofill options
  • Delivery over the internet: independent of operator SMS routes
  • Encrypted transport between WhatsApp and the user's device
  • Popular in many markets, including the GCC, India, Europe, Latin America and much of Asia

Weaknesses

  • Requires WhatsApp: users without WhatsApp, or without internet access, cannot receive codes
  • Lower reach in some markets: WhatsApp is less dominant in the US, for example
  • Template approval and policy compliance required
  • Account and quality management: your WhatsApp Business Account must remain in good standing

Side-by-side comparison

Factor SMS OTP WhatsApp authentication
Reach Every mobile phone Users with WhatsApp and data
Cost Varies widely by country Varies by country under Meta's rates
Delivery path Mobile operator networks Internet via WhatsApp
User experience Auto-fill on many devices Copy-code and autofill buttons
Fraud exposure SMS pumping risk Different risk profile; still needs rate limits
Regulation Sender ID rules in many countries Meta policies and local data laws

The best approach: combine with fallback

Many businesses use a multi-channel strategy:

  1. Let users choose their preferred channel, or default based on country.
  2. Send via WhatsApp where users have it and it is popular.
  3. Fall back to SMS if WhatsApp delivery fails or the user prefers SMS.
  4. Offer voice OTP as a last resort for accessibility.

This improves reach, reduces costs in some markets and increases successful verifications.

Protecting against SMS pumping fraud

SMS pumping, sometimes called artificially inflated traffic, happens when fraudsters trigger large numbers of OTP requests to premium or controlled number ranges, generating revenue for themselves and costs for you. Protect your system with:

  • Rate limits per phone number, IP address and device
  • CAPTCHA or bot detection on sign-up and login forms
  • Blocking or restricting countries you do not serve
  • Monitoring for unusual spikes in OTP requests
  • Verification of number formats before sending
  • Provider-level fraud detection

Security beyond OTP

OTPs are better than passwords alone, but they are not the strongest option. For high-risk actions, consider:

  • Authenticator apps generating time-based codes
  • Passkeys using device biometrics, increasingly supported by major platforms
  • Push notifications to a trusted app
  • Risk-based authentication that adds steps only when behaviour looks unusual

Financial regulators in some markets have moved away from SMS OTP for certain transactions. For example, the Monetary Authority of Singapore and banks there have introduced stronger measures against phishing, and the UAE Central Bank has required banks to move away from SMS and email OTPs towards in-app authentication. Check the rules in your sector and market.

Design tips for OTP messages

  • Keep messages short: "Your Acme verification code is 482913. It expires in 10 minutes. Never share this code."
  • Include your brand name
  • State the expiry time
  • Warn users never to share the code
  • Use consistent sender IDs and templates
  • Support auto-fill formats where possible

Measuring OTP performance

Track:

  • Delivery rate and time to delivery by country and channel
  • Verification completion rate
  • Retry rate
  • Cost per successful verification
  • Fraud indicators, such as request spikes

Cost per successful verification is a better metric than cost per message.

Choosing providers

For SMS, choose a provider with reliable, direct routes in your key countries, sender ID support, high-priority OTP routing and fraud protection; see how to choose a bulk SMS provider. For WhatsApp, choose a BSP that supports authentication templates and autofill features and keeps your account in your ownership; see how to choose a WhatsApp BSP.

Regional considerations

  • GCC: WhatsApp is widely used; SMS sender IDs must be registered in the UAE and Saudi Arabia
  • UK and Europe: WhatsApp is popular; SMS remains a strong fallback
  • US: SMS dominates; use registered toll-free, 10DLC or short code numbers
  • Singapore: register alphanumeric sender IDs with the SSIR to avoid "Likely-SCAM" labels
  • Australia and New Zealand: SMS is standard; WhatsApp suits some audiences

Accessibility and inclusion

Not every user can easily read a code from a message. Offer voice OTP for visually impaired users or those with basic phones, give enough time before codes expire, allow resending after a short wait and make sure input fields work with screen readers and auto-fill. Clear error messages help users who mistype codes.

Testing before launch

Test OTP delivery on real devices across the networks and countries you serve, on both Android and iOS, with WhatsApp installed and not installed. Check delivery time, auto-fill behaviour, message formatting in different languages and what happens when users request multiple codes quickly. Simulate failures to confirm your fallback logic works.

Code expiry and retry rules

Set codes to expire within a few minutes, invalidate old codes when a new one is requested and limit the number of attempts per code. Make the resend button available only after a short delay, such as 30 to 60 seconds, to reduce accidental duplicate sends and fraud. Log every request and verification so you can investigate problems, and never include the code in analytics or error logs.

Localisation

Send OTP messages in the user's language where possible, such as Arabic in the GCC, and remember that non-Latin scripts use Unicode, which reduces characters per SMS segment.

Frequently Asked Questions

Is WhatsApp OTP cheaper than SMS OTP?

In some countries, WhatsApp authentication messages cost less than international SMS under Meta's current rates; in others, SMS is cheaper. Compare by country and measure cost per successful verification.

Is WhatsApp OTP more secure than SMS?

WhatsApp delivery avoids some SMS-specific risks, such as interception on operator networks, but both rely on the user's phone. For high-risk actions, consider passkeys, authenticator apps or in-app authentication.

What is SMS pumping fraud?

It is when fraudsters trigger large volumes of OTP messages to number ranges they profit from. Use rate limits, bot detection, country restrictions and monitoring.

Should I offer both SMS and WhatsApp OTP?

Many businesses do: WhatsApp where users have it, with SMS fallback, and voice OTP as a last resort.

Do I need a registered sender ID for OTP SMS?

In many countries, yes, including the UAE, Saudi Arabia, Singapore and India. In the US, use registered 10DLC, toll-free or short code numbers.
