WhatsApp Marketing in New Zealand: A Practical Business Guide

WhatsApp is a familiar app for many New Zealanders, especially in multicultural communities and for international contacts. Here is how businesses can use it for sales and service the right way.

By the DND Teams editorial team · Updated

WhatsApp is not as dominant in New Zealand as it is in parts of Asia, the Middle East or Europe, but it is widely used, particularly by migrant communities, students, travellers and people who keep in touch with family overseas. For businesses that serve these customers, or that sell internationally, WhatsApp can be a valuable channel for enquiries, bookings, sales and support.

This guide explains the options, the rules and practical ways New Zealand businesses can use WhatsApp.

WhatsApp Business app vs WhatsApp Business Platform

WhatsApp Business app

A free app for small businesses, installed on a phone, with a business profile, catalogue, quick replies, labels and away messages. It suits sole traders and small teams handling a modest number of chats. It is tied to one number and has limited multi-user features, and bulk messaging is restricted.

WhatsApp Business Platform (API)

The platform for growing and larger businesses, accessed through Meta's Cloud API or a Business Solution Provider. It offers:

  • Multiple agents in a shared inbox
  • Automation and chatbots
  • Approved template messages for notifications and opted-in marketing
  • Integrations with CRMs, booking systems and e-commerce platforms
  • A verified business profile, subject to Meta's criteria

Meta charges for template messages based on category, such as marketing, utility or authentication, and the recipient's country. Customer service replies within the 24-hour customer service window are generally free under Meta's current pricing. Check Meta's latest pricing before budgeting.

The rules that apply

Meta's policies

WhatsApp requires businesses to obtain opt-in before sending messages, to make clear that people are opting in to receive messages from your business on WhatsApp, and to follow the WhatsApp Business Messaging Policy and Commerce Policy. Certain products and services are prohibited or restricted. Quality ratings fall if users block or report your messages, which can limit your sending.

The Unsolicited Electronic Messages Act 2007

The UEMA applies to commercial electronic messages, including instant messages. Marketing messages on WhatsApp therefore need consent, accurate sender information and a functional unsubscribe facility, honoured within five working days.

The Privacy Act 2020

Phone numbers and chat content are personal information. Collect only what you need, explain how you will use it, store it securely and respond to access and correction requests. Chat records may contain sensitive information, so control who can see them.

Fair Trading Act

Prices, offers and claims in your messages must not be misleading.

Practical use cases

  • Enquiries and quotes: a WhatsApp button on your website and Google profile for quick questions
  • Bookings and reminders: for salons, clinics, tutors, tour operators and restaurants
  • Order updates: confirmations, dispatch and delivery notices for online stores
  • International customers: education providers, immigration advisers, tourism businesses and exporters
  • Community audiences: businesses serving Indian, Chinese, Filipino, Pacific, Middle Eastern and other communities
  • Customer support: returns, warranty questions and troubleshooting with photos and videos

Collecting opt-ins

  • A checkbox on your website or booking form stating that customers agree to receive messages from your business on WhatsApp
  • Click-to-WhatsApp ads on Facebook and Instagram, where the customer starts the conversation
  • QR codes in store or on packaging
  • A reply in the chat itself, such as "Would you like updates about new arrivals here? Reply YES"

Record when and how each person opted in.

Writing good WhatsApp messages

  • Be conversational and helpful
  • Identify your business clearly
  • Use images, buttons and lists where they help
  • Keep marketing messages relevant and infrequent
  • Include an opt-out option, such as a "Stop promotions" button
  • Respond quickly; customers expect near-real-time replies on WhatsApp

WhatsApp, SMS or email?

  • SMS reaches every mobile without an app and is ideal for short, critical messages
  • WhatsApp suits rich, two-way conversations with customers who use it
  • Email suits newsletters, receipts and longer content

Many New Zealand businesses use SMS as the default for reminders and alerts, and WhatsApp for customers who prefer it. See our SMS marketing guide for New Zealand.

Automation and chatbots

A simple chatbot can answer frequently asked questions, capture lead details, share opening hours and book appointments, then hand over to a person for complex questions. Always make it easy to reach a human.

Setting up the API

  1. Create or verify your Meta Business account.
  2. Choose a phone number that is not already active on the consumer or Business app, or migrate it.
  3. Connect through Meta's Cloud API or a Business Solution Provider.
  4. Create message templates and submit them for approval.
  5. Set up your shared inbox, automation and integrations.
  6. Train staff on response times and policies.

Measuring results

  • Response times
  • Enquiries converted to bookings or sales
  • Template message read and click rates
  • Opt-outs and blocks
  • Customer satisfaction

Industry examples

  • Education providers: answering international student enquiries across time zones, with templates for application updates
  • Tourism operators: booking confirmations, weather updates and meeting point details for visitors who may not have a local SIM
  • Retailers: product questions with photos, order updates and click-and-collect notices
  • Clinics: appointment reminders for patients who prefer WhatsApp, without sensitive health details
  • Trades: quotes based on photos customers send, plus "on the way" messages

Security and account protection

Protect your business account with two-step verification, limit admin access in Meta Business Manager and remove access for staff who leave. Be wary of scams that impersonate Meta or WhatsApp support asking for verification codes. Never share one-time codes with anyone.

Team training and response standards

WhatsApp customers expect quick replies. Agree response-time targets, such as within 15 minutes during business hours, set clear away messages for after hours and create a library of approved quick replies so answers are consistent. Assign chats to named staff in your shared inbox so nothing is missed, and review conversations regularly for quality.

Common mistakes

  • Messaging contacts who never opted in, such as numbers from old spreadsheets
  • Using unofficial bulk-sending tools, which breach WhatsApp's terms and can get your number banned
  • Sending too many promotions, which leads to blocks and lower quality ratings
  • Letting chats go unanswered for hours or days
  • Sharing sensitive personal information in chats without need
  • Forgetting the opt-out in marketing messages

Planning a WhatsApp campaign calendar

Plan promotional messages around moments that matter to your customers, such as Matariki, Diwali, Lunar New Year, Eid, Christmas, end-of-season sales or the start of the academic year for education providers. Keep marketing messages to a few per month at most, and focus the rest of your WhatsApp activity on helpful service and conversations.

Green tick and display names

Your WhatsApp display name must reflect your business and follow Meta's display name rules. Verified badges are granted at Meta's discretion, so do not promise customers a "green tick" as part of setup.
