RCS (Rich Communication Services) is the upgrade to SMS built into the default messaging app on Android phones, and supported on iPhones since iOS 18. For businesses, RCS for Business (Google's platform, previously called RCS Business Messaging or RBM) lets a verified brand send messages that show its name, logo and a verified badge, with images, carousels, suggested replies and action buttons such as "Track order" or "Book now".
For UAE retailers, banks, airlines, clinics, real estate developers and delivery companies, that sounds like an obvious upgrade from plain SMS. The catch is coverage. Business RCS only reaches a customer when their mobile operator supports it for business traffic and their phone and app support it too. In the UAE, as in most of the Gulf, that coverage is still developing. This guide explains how to plan for it without wasting budget.
How RCS business messaging works
A business RCS message goes through several parties:
- Your brand and agent. You register an RCS "agent": the sender profile with your brand name, logo, colours, description and contact details.
- Verification. Before an agent can message customers at scale, the brand is verified and the agent is reviewed and approved for launch, including by the carriers it will run on.
- The provider. An RCS platform or aggregator connects your systems to the RCS network, manages templates and reporting, and usually handles SMS fallback.
- The carriers. Each mobile operator decides whether to carry business RCS traffic and on what commercial terms. In the UAE the licensed operators are etisalat by e& and du.
- The customer's device. The phone must have RCS enabled in its messaging app, with a data connection.
If any link is missing, the message cannot be delivered as RCS. A good platform detects this and sends an SMS instead.
Coverage in the UAE: check before you plan
Consumer RCS chat between people and business RCS are separate things. An operator can enable one without the other, and business RCS needs carrier agreements and launch approval. Industry reports in 2026 describe business RCS in the UAE and the wider GCC as early and uneven compared with markets such as the UK, the US and India.
So before you plan a campaign, ask any provider for written answers to these questions:
- Which UAE operators currently accept business RCS traffic through your platform?
- What share of a typical UAE contact list is RCS-capable today, and how do you measure it?
- How long do brand verification and carrier launch approval take?
- How is SMS fallback triggered, and which sender ID does the fallback use?
- What reporting do you provide for RCS and SMS separately?
If a provider cannot answer these clearly, treat any promised "rich messaging reach" with caution.
Why SMS fallback is not optional
Because coverage is partial, every UAE RCS campaign should be designed as RCS first, SMS fallback. That means:
- A registered SMS sender ID for the fallback. Promotional SMS in the UAE must use a sender ID registered through the operators under TDRA rules, and promotional sender names carry an "AD-" prefix. See our UAE SMS sender ID guide.
- A short plain-text version of every rich message, with a link to the same offer or tracking page.
- Reporting that shows how many customers received RCS, how many received SMS and how each group responded.
This way your campaign still reaches everyone, and RCS improves results for the customers who can receive it.
Consent and data protection
RCS does not change the basic rules. Treat promotional RCS the same way you treat promotional SMS:
- Consent and opt-out. Message people who have agreed to hear from you or have an existing customer relationship, and give a clear way to stop messages. Suppress opt-outs on both RCS and SMS.
- Telemarketing rules. The UAE has specific rules on marketing calls and messages, including timing and consent. Our guide to UAE PDPL and telemarketing rules covers them.
- Personal data. The UAE's Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) applies to how you collect and use customer data outside the free zones that have their own regimes, such as DIFC and ADGM.
- Honest content. Keep key terms in text, not only inside images, and make sure suggested replies do what they say.

Where RCS adds value for UAE brands
RCS is most useful where a richer, verified message changes customer behaviour:
- Order and delivery updates with a product image and "Track" or "Change delivery" buttons.
- Appointment reminders for clinics and salons, with "Confirm", "Reschedule" and map buttons.
- Retail offers as a carousel of products during sales periods such as Ramadan, Eid, White Friday and the Dubai Shopping Festival.
- Real estate launches with floor-plan images and a "Book a viewing" button.
- Fraud prevention. The verified sender name and logo help customers tell real messages from scams, which matters to banks, exchange houses and couriers.
Arabic and English versions should be prepared for every message, with right-to-left layout checked on real devices.
RCS, SMS or WhatsApp?
Most UAE customers already use WhatsApp to talk to businesses, and the WhatsApp Business Platform has full coverage. RCS has one advantage: it arrives in the default messaging app, alongside SMS, without the customer saving a number or opting in through WhatsApp. In practice, many UAE brands use:
- WhatsApp for two-way conversations, support and customers who have opted in on WhatsApp.
- SMS for OTPs and alerts that must reach every phone.
- RCS as a pilot that upgrades SMS for customers whose phone and operator support it.
What RCS costs
Costs come from two places:
- Messaging charges. Carriers and platforms charge for RCS traffic, and SMS fallback is charged at SMS rates. Billing models differ by country and carrier, for example per message or per conversation, so ask for a written rate card for the UAE.
- Setup and management. Agent creation, verification, templates, integration, campaign management and reporting.
Our RCS packages are quoted on your requirements. Typical engagements are US$199–US$799+ a month, plus a one-time setup of US$399–US$1,200+:

| Premium | typically US$1,200+ | typically US$799+ | Everything in Growth, advanced interactive journeys, multi-campaign management |
Monthly plans have a 3-month minimum term. Message and carrier charges are billed at cost and are not included. See how our pricing works for what affects your quote.
A sensible pilot plan
- Pick one use case with a clear metric, such as delivery updates (fewer "where is my order" calls) or appointment reminders (fewer no-shows).
- Check coverage for your own contact list with your provider.
- Verify the brand and agent, and prepare Arabic and English templates with an SMS fallback.
- Send to a test group and a control group on SMS only, so you can compare results.
- Review after four to six weeks: RCS reach, clicks, replies, opt-outs and conversions against the SMS-only group.
- Scale or pause based on the numbers, not on the demo.
