Voice Call Compliance in Taiwan
A practical overview of the rules that affect voice call messaging and marketing in Taiwan, with a checklist before you launch.
Key Rules for Voice Calls in Taiwan
Telemarketing must stop on request under the Personal Data Protection Act, and consumer protection law applies to telephone sales.
Some Asian markets operate do-not-call registers for marketing calls and messages, so lists should be checked before voice campaigns.
Data Protection
The Personal Data Protection Act applies, and Taiwan is setting up a dedicated Personal Data Protection Commission.
Keep a record of how each contact was collected, what they agreed to and when, and make it easy for them to withdraw consent.
Practical Checklist
- Check whether the call is promotional or a service call, as the rules differ.
- Use permitted calling numbers and caller ID, and never hide or spoof the calling number.
- Screen numbers against any national do-not-call register before promotional campaigns.
- Call only within permitted hours in the recipient's time zone and keep recorded messages short.
- Offer an easy way to stop further calls and record call consent where required.
Contact data
Format numbers in international E.164 format with the +886 country code, remove duplicates and invalid numbers, and keep consent records linked to each number.
Timing and Language
Taiwan follows the Asia/Taipei time zone (UTC+08:00 in October 2026). The usual working week is Monday to Friday. Schedule voice call campaigns for the recipient's local daytime hours, avoid public holidays and religious observances that matter to your audience, and convert send times from IST before scheduling.
In Taipei, customers commonly use Mandarin (Traditional Chinese). Messages in the customer's preferred language usually perform better, but check how local-language text affects character counts (for SMS) and template approval (for WhatsApp).
Digital Habits and Channels in Taiwan
Taiwan has very high smartphone use, and LINE is the dominant messaging app, with LINE Official Accounts widely used by businesses. SMS is common for verification codes and delivery notices.
Cards, LINE Pay, JKOPAY and convenience store payment and pickup are popular. Lunar New Year, the Dragon Boat Festival, Mid-Autumn Festival and the Double 11 online sale are key commercial moments, and traditional Chinese characters are required.
Taiwan is the centre of the global semiconductor industry: TSMC makes most of the world's advanced chips, and electronics companies such as Foxconn, MediaTek, ASUS and Acer are based here. The business tax (VAT) is 5%, and prices are in New Taiwan dollars. Traditional Chinese characters are used, not the simplified characters of mainland China, so copy must be localised rather than converted automatically. The Personal Data Protection Act requires consent or another legal basis for marketing, and recipients can refuse further messages at any time.
Regulators, Registers and Practical Rules in Taiwan
Taiwan's Personal Data Protection Act is being brought under a new independent Personal Data Protection Commission, and the NCC regulates telecoms. Chunghwa Telecom, Taiwan Mobile and FarEasTone are the operators. LINE is the dominant messaging app.
Sender IDs and links in SMS are scrutinised because of anti-fraud rules, and the Anti-Fraud Act of 2024 adds duties for telecom and platform companies. Messages should be in Traditional Chinese.
Chunghwa Telecom, Taiwan Mobile and FarEasTone are the operators.
In practice, Taiwanese customers are cautious about links in SMS because of fraud, so use a recognisable brand name and well-known domains, and offer a LINE official account as an alternative channel.
