WhatsApp Compliance in Jordan
A practical overview of the rules that affect WhatsApp messaging and marketing in Jordan, with a checklist before you launch.
Key Rules for WhatsApp in Jordan
WhatsApp is the most common messaging app in Jordan. Official API use must follow Meta's policies and Jordan's Personal Data Protection Law No. 24 of 2023.
WhatsApp is widely used for business in MENA markets. Official API use must follow Meta's policies, and newer national data protection laws in the region set rules for consent and data handling.
Data Protection
Jordan's Personal Data Protection Law No. 24 of 2023 introduces consent, transparency and data subject rights that apply to websites and marketing lists.
Keep a record of how each contact was collected, what they agreed to and when, and make it easy for them to withdraw consent.
Practical Checklist
- Use the official WhatsApp Business Platform rather than personal or modified apps, which risk bans.
- Collect opt-in that clearly mentions WhatsApp and your business name, and store a record of it.
- Choose the correct template category and keep utility messages free of promotions.
- Respond within the 24-hour customer service window where possible, and use approved templates outside it.
- Honour opt-outs and blocks, and watch your quality rating in WhatsApp Manager.
Contact data
Format numbers in international E.164 format with the +962 country code, remove duplicates and invalid numbers, and keep consent records linked to each number.
Timing and Language
Jordan follows the Asia/Amman time zone (UTC+03:00 in October 2026). The usual working week is Sunday to Thursday. Schedule WhatsApp campaigns for the recipient's local daytime hours, avoid public holidays and religious observances that matter to your audience, and convert send times from IST before scheduling.
In Amman, customers commonly use Arabic and English. Messages in the customer's preferred language usually perform better, but check how local-language text affects character counts (for SMS) and template approval (for WhatsApp).
Digital Habits and Channels in Jordan
Jordan has high mobile internet use, and WhatsApp and Facebook are the main channels for reaching customers. Business SMS sender IDs are registered through the operators, Zain, Orange and Umniah.
Cash and cards are common, and the CliQ instant payment system and e-wallets are growing. The weekend is Friday and Saturday. Ramadan, Eid and the summer return of Jordanians working abroad shape demand.
Jordan's economy relies on services, tourism to Petra, Wadi Rum and the Dead Sea, phosphate and potash exports, pharmaceuticals, a strong IT outsourcing sector in Amman and remittances from Jordanians working in the Gulf. The general sales tax is 16%, and prices are in Jordanian dinars. The Personal Data Protection Law No. 24 of 2023, in force since March 2024, requires a legal basis such as consent for processing personal data, including for marketing, and the Telecommunications Regulatory Commission (TRC) licenses telecom and messaging services.
Regulators, Registers and Practical Rules in Jordan
Jordan's Telecommunications Regulatory Commission (TRC) licenses operators and sets rules on unsolicited messages, and the Personal Data Protection Law No. 24 of 2023 introduced consent, data subject rights and a supervisory council for data protection. Zain, Orange and Umniah are the mobile operators, and sender IDs for bulk SMS are registered through them via licensed aggregators.
Promotional messages should be sent only to people who agreed to receive them, with an opt-out in each message. Arabic is preferred for most audiences, with English common for banking, tech and hospitality. Friday is the main weekly day off and many businesses also close on Saturday, so B2B messages work best from Sunday to Thursday. During Ramadan, shopping and messaging peak in the evening after iftar. CliQ instant payments and e-wallets are widely used, so payment reminders that include a CliQ alias are practical.
Use Arabic.
