Overview

SMS in Indonesia is overseen by the Ministry of Communication and Digital Affairs (Komdigi, formerly Kominfo). Alphanumeric sender IDs, often called masking, are registered with the operators, and promotional messages should go only to consenting customers.

Indonesia's Personal Data Protection Law (Law No. 27 of 2022), fully in force since October 2024, requires a lawful basis, privacy notices and safeguards for personal data collected online.

Bahasa Indonesia is the main search language, Google is dominant and behaviour is mobile-first, with many customer journeys moving from search or social straight to WhatsApp.

WhatsApp's popularity varies across Asia; where it is widely used, Meta's policies and the local data protection law both apply to business messaging.

Some Asian markets operate do-not-call registers for marketing calls and messages, so lists should be checked before voice campaigns.

Advertising should follow Indonesia's advertising ethics code (Etika Pariwara Indonesia), consumer protection law and platform policies, with sensitivity to religious and cultural norms.

Digital Habits and Channels in Indonesia

Indonesia is one of WhatsApp's largest markets, and most customers expect to chat with businesses there; Instagram, TikTok and marketplaces such as Shopee and Tokopedia are major discovery channels. Business SMS sender IDs (masking) are registered with the operators, such as Telkomsel, Indosat and XL.

QRIS, the national QR payment standard, and e-wallets such as GoPay, OVO, DANA and ShopeePay are widely used, alongside bank transfers. Ramadan and the Lebaran (Eid) holiday, when millions travel home (mudik), are the year's biggest commercial period, followed by the 11.11 and 12.12 online sales and Harbolnas.

Indonesia is the world's fourth most populous country, and its economy includes palm oil, coal, nickel, manufacturing and a fast-growing digital economy led by GoTo and Shopee. VAT is 12% on luxury goods, with an effective rate of 11% for most goods. The Personal Data Protection Law (Law 27 of 2022) came into full effect in October 2024.
