In Canada, WhatsApp usage is especially strong among newcomers, international students, multicultural communities and people with family abroad, which describes a large share of customers in cities like Toronto, Brampton, Mississauga, Vancouver, Surrey, Calgary and Montreal. For businesses that serve these customers, such as restaurants, grocery stores, immigration consultants, travel agencies, salons, tutoring centres, clinics and real estate teams, WhatsApp is often the channel customers prefer.
This guide covers how Canadian small businesses can use WhatsApp effectively, when to move from the free app to the API, and how to stay within Canada's Anti-Spam Legislation (CASL).
WhatsApp Business app or WhatsApp Business Platform?
The free WhatsApp Business app
Good for a single location with one or two people answering:
- Business profile with address, hours and website
- Catalogue of products or services
- Quick replies, greeting and away messages
- Labels to organise chats
- Limited broadcast lists (only contacts who saved your number receive broadcasts)
The WhatsApp Business Platform (API)
Better when you need:
- Several staff answering from one number through a shared inbox
- Automated booking confirmations and reminders from your booking system
- A chatbot for FAQs in English, French or other languages
- Campaigns to large opted-in lists using approved templates
- Integration with your website, POS, e-commerce or CRM
- Reporting on delivery, reads and replies
Many businesses start on the app and move to the API when volume grows. Note that chat history on the phone does not transfer to the API platform.
Practical use cases for Canadian small businesses
- Restaurants and caterers: take reservations and catering enquiries, share menus, confirm orders.
- Clinics and dental offices: appointment booking, reminders and rescheduling. Avoid sending sensitive health information over chat.
- Immigration and education consultants: answer enquiries, share document checklists, schedule consultations.
- Real estate teams: listing alerts for opted-in buyers, showing confirmations and quick questions.
- Salons and spas: bookings, reminders and last-minute availability for opted-in clients.
- Retail and grocery: order-for-pickup, stock questions and weekly specials for subscribers.
- Tutoring and training: class reminders, schedule changes and enrolment offers.
CASL and WhatsApp marketing
Canada's Anti-Spam Legislation (CASL) applies to commercial electronic messages, which includes WhatsApp messages that promote your products or services. The three requirements are:
- Consent: express or implied. Express consent must be an opt-in, stating the purpose, your business name and contact details, and that consent can be withdrawn. Implied consent from a purchase lasts two years; from an inquiry, six months.
- Identification: each message identifies your business and provides contact information, which can be through a linked page.
- Unsubscribe: an easy way to opt out, processed within 10 business days. On WhatsApp, a "Stop promotions" button or "Reply STOP" works well.
Penalties under CASL can reach $10 million per violation for businesses, so build consent into your process from the start. Our CASL guide explains the details, and our Canada WhatsApp compliance page has a checklist.
Meta's own WhatsApp policies also require opt-in before you send business-initiated messages.
Sample opt-in
☐ Yes, send me booking reminders and occasional offers on WhatsApp from [Business Name], [address], [website]. I can unsubscribe at any time.
Record the date, time, source and wording for each opt-in.
Bilingual and multilingual messaging
- French: if you serve Quebec or francophone customers, offer French templates and replies. Quebec's Charter of the French Language affects commercial communication there.
- Other languages: WhatsApp templates can be submitted in many languages. A Punjabi, Hindi, Tagalog, Arabic, Mandarin or Spanish version may resonate with specific communities, if you can staff replies in that language.
- Language choice: let customers choose their language in the first message of a chatbot.
WhatsApp pricing for Canadian businesses
Your costs combine:
- Meta charges: per delivered message, depending on category (marketing, utility, authentication, service or Meta Business Agent) and the recipient's country. Messages to +1 Canadian numbers are billed at Meta's North America rates. Since 1 October 2026, Meta gives each business phone number 1,000 free service messages (free-form replies in the customer service window) per month and charges from the 1,001st, with no rollover, and utility templates sent inside an open service window are now charged.
- Platform subscription for the inbox, automation and integrations.
- Setup and management.

Getting more customers to message you
Inbound conversations are often your warmest leads, and replies to them are free within Meta's monthly tier of 1,000 service messages per number (or inside a free entry point window from a Click to WhatsApp ad). Encourage them:
- Add a WhatsApp button to your website and Google Business Profile.
- Use click-to-WhatsApp ads on Facebook and Instagram.
- Put a QR code on menus, receipts, shop windows and flyers.
- Include your WhatsApp number in email signatures and on invoices.
Example templates for Canadian businesses
- Booking reminder (utility): "Hi {{1}}, this is a reminder of your appointment at {{2}} on {{3}} at {{4}}. Reply 1 to confirm or 2 to reschedule."
- Order ready for pickup (utility): "Hi {{1}}, your order {{2}} is ready for pickup at our {{3}} location until {{4}}."
- Weekly specials (marketing): image header, "This week at {{1}}: {{2}}. Offer ends {{3}}." with buttons "View specials" and "Stop promotions".
- French version: « Bonjour {{1}}, rappel de votre rendez-vous chez {{2}} le {{3}} à {{4}}. Répondez 1 pour confirmer ou 2 pour changer l'heure. »
Keep utility templates free of promotions, and include your business name so customers recognise you immediately.
Mistakes to avoid
- Messaging people who never opted in, including contacts imported from your phone
- Using unofficial bulk-sending tools, which risk bans
- Sending promotions too often
- No French option for Quebec customers
- No process to sync opt-outs with email and SMS lists
- Slow replies: customers expect quick responses on WhatsApp
A simple first-month plan
- Week 1: Set up or optimise the WhatsApp Business app or API, profile and catalogue.
- Week 2: Add opt-in to booking, checkout and website forms; add a website WhatsApp button and QR codes.
- Week 3: Launch reminders and order confirmations; set up quick replies or a chatbot.
- Week 4: Send your first small campaign to opted-in customers, measure replies, bookings and opt-outs, then refine.
WhatsApp alongside SMS and email
WhatsApp works best as part of a mix. Email suits longer content such as newsletters, receipts and policies. SMS reaches every phone and is reliable for critical reminders, including for customers who do not use WhatsApp. WhatsApp shines for conversations, quick questions and rich updates. A practical approach for many Canadian small businesses:
- Ask each customer which channel they prefer when they book or buy, and record it with their consent.
- Send reminders on the preferred channel, with SMS as a fallback for anyone who has not chosen WhatsApp.
- Keep marketing consent separate for each channel, and make sure an unsubscribe on one channel is respected according to what the customer asked for.
- Use the same tone, offers and branding across all three, so customers recognise you wherever they see you.
Running all three from connected tools, rather than separate spreadsheets, makes CASL record-keeping much easier.
