WhatsApp is part of everyday life in Qatar. Residents use it to talk to family abroad, coordinate work, and increasingly to contact businesses: asking a clinic for an appointment, checking whether a restaurant has a table, following up on a car service or confirming a delivery. Because Qatar's population includes a large expatriate community from many countries, WhatsApp is often the one channel that almost every customer already has.
Many Doha businesses start with the free WhatsApp Business app on a single phone. It works until it doesn't: messages get missed when one person is busy, nobody can see what a colleague promised, and sending updates to hundreds of customers by hand becomes impossible. The WhatsApp Business Platform, usually called the WhatsApp Business API, is the official way to scale. This guide explains how it works for Qatar businesses, what it costs and which rules apply.
When should a Qatar business move to the API?
The free app is fine for a sole trader or a small shop with one person answering. Consider the API when:
- Two or more staff need to answer customers from the same number
- You want automatic booking confirmations, reminders or delivery updates from your systems
- You want to send campaigns to a large list of customers who opted in
- You need a chatbot to answer common questions outside working hours
- You want reporting on delivery, read rates and replies
- You need to integrate WhatsApp with a CRM, booking system or online store
One practical note: if you move an existing number from the app to the API, chat history on the phone does not transfer to the API platform. Plan the switch for a quiet day and tell regular customers the number is staying the same.
Setting up the API
Meta business verification
You need a Meta Business Manager account for your company. Meta usually asks for documents showing your legal business name and address. For a Qatar company, that is typically your Commercial Registration (CR) and, where relevant, your trade licence. The name you enter in Meta should match the documents exactly.
Phone number
You can use a new number or migrate an existing one. The number must be able to receive a verification code by SMS or voice call. Landlines can work if they can receive a voice call for verification.
Display name and profile
Your display name should match your brand and follow Meta's display name guidelines. Complete the profile with a logo, short description, address, website and opening hours, ideally in both Arabic and English.
Templates
Business-initiated messages outside the 24-hour customer service window must use pre-approved templates. Templates fall into three categories:
- Marketing: offers, new products, events and re-engagement
- Utility: booking confirmations, order updates, reminders and account notices
- Authentication: one-time passwords
Submit Arabic and English versions as separate language variants. Use natural, professional Arabic rather than literal translation, and keep utility templates free of promotional content so they are not recategorised as marketing.
Rules that apply in Qatar
Meta's policies
Meta requires opt-in before you send business-initiated messages. The customer must understand they will receive messages from your business on WhatsApp. Meta also restricts certain product categories and monitors your quality rating: if many recipients block or report your messages, your sending limits can be reduced.
Qatar's data protection law
Qatar was one of the first GCC countries to adopt a general data protection law: Law No. 13 of 2016 on the Protection of Personal Data Privacy. It sets rules on processing personal data, including obtaining consent where required, being transparent about how data is used and keeping it secure. It also contains specific provisions on direct electronic marketing, which generally require prior consent and an easy way to withdraw it. The law is overseen by the relevant national authority, and guidance has been published on how it applies in practice.
For WhatsApp marketing, the practical steps are the same as best practice elsewhere:
- Collect clear consent for marketing messages and record when and how it was given
- Explain in your privacy notice how you use phone numbers and messages
- Offer an easy opt-out in marketing messages and act on it promptly
- Check where your WhatsApp platform stores and processes data

How much does the WhatsApp API cost in Qatar?
Your monthly bill has three parts.
- Meta's charges. Meta bills per delivered template message, based on the template category and the recipient's country code. Messages to +974 numbers are charged at the rate Meta sets for Qatar. Free-form replies within a customer-initiated 24-hour service window are not charged, and utility templates sent within an open service window are also free.
- Platform subscription. The inbox, broadcast tool, chatbot builder and integrations.
- Setup and management. Verification support, template writing, chatbot building and campaign management.

High-value use cases in Qatar
- Clinics and medical centres: appointment booking, reminders and rescheduling. Keep clinical details out of messages and follow healthcare advertising rules for any promotional content.
- Restaurants and cafés: reservations, delivery orders, menus and loyalty offers to opted-in customers.

Timing and language
Qatar is on UTC+3 with no daylight saving. The usual working week runs Sunday to Thursday, although retail and hospitality operate throughout the weekend. Send campaigns at reasonable daytime hours, and adjust timing during Ramadan, when routines shift later into the evening. Avoid promotions during the Eid holidays unless they are relevant.
Arabic and English cover most audiences, but some businesses also serve customers who prefer Hindi, Urdu, Malayalam, Tagalog or other languages. If you can staff replies in those languages, a chatbot language menu can improve response.

A good Qatar chatbot is short and always offers a human:
- Greeting with a language choice: العربية / English
- A menu of three to five options: book, prices, location, order status, speak to the team
- Collect only essential details such as name and requirement
- Hand over to an agent during working hours, or promise a callback time outside them
Mistakes to avoid
- Using unofficial "WhatsApp sender" tools, which can lead to number bans
- Messaging contacts who never opted in, such as numbers collected from other sources
- Sending marketing templates too often
- Mixing offers into utility templates
- Not syncing opt-outs between WhatsApp, SMS and email
WhatsApp and SMS together
WhatsApp is ideal for conversations and rich content. SMS still matters for one-time passwords and critical alerts, especially for customers who are not on WhatsApp or have no data connection.
