Google Ads can bring enquiries the same day a campaign goes live, which is why many US small businesses use it alongside SEO. It can also waste money fast when campaigns are set up badly: broad keywords, no conversion tracking and landing pages that do not match the search.
Hiring someone to manage your ads is often cheaper than learning by losing budget. This guide explains what Google Ads management costs in 2026, how the fees work and what you should get for them. If you are still deciding between channels, read SEO vs Google Ads.
Ad spend and management fees are separate
Every Google Ads budget has two parts:
- Ad spend. What you pay Google for clicks or conversions. It is billed by Google to your own payment method in your own Google Ads account.
- Management fee. What you pay the agency or freelancer to plan, build, run and improve the campaigns.
Keep these separate. Ad spend should be paid by you directly to Google, in an account you own, so that you can see every charge and keep the account and its history if you change agency.
How Google Ads budgets work
Google Ads has no minimum spend: you choose an average daily budget for each campaign. On a busy day Google may spend up to twice your daily budget, but over a month it will not charge more than your average daily budget multiplied by the average number of days in a month (30.4). You pay for clicks (or, with some bid strategies, conversions) at prices set by an auction, so costs vary by industry, location and competition.
In practice, the right budget is the one that buys enough clicks to learn what works. A management fee that is larger than the ad spend for a long period is usually a sign the account is too small to manage cost-effectively.
Common management fee models
- Flat monthly fee. A fixed fee for an agreed scope. Simple to budget and does not reward the agency for spending more.
- Percentage of ad spend. A set percentage of monthly spend, usually with a minimum fee. Scales with larger accounts.
- Hybrid. A minimum flat fee or a percentage, whichever is higher.
- One-off setup fee. Some agencies charge separately for account build, tracking and landing page work.
Be cautious of performance-only deals with no clear definition of a "lead", and of long contracts with no break clause.
What a fair management fee includes
- Account structure and keyword research based on what your customers search, with negative keywords to block irrelevant searches.
- Conversion tracking for calls, forms and purchases, using Google Ads conversion tracking or GA4, so that results are measured in enquiries and sales, not just clicks.
- Ad copy and assets such as sitelinks, call assets and location assets.
- Landing page advice, because the page matters as much as the ad.
- Ongoing optimisation: search term reviews, bid and budget changes, and ad testing.
- Monthly reporting in plain English: spend, clicks, conversions, cost per lead and next steps.

US rules to keep in mind
- Google Ads policies. Some industries, such as healthcare, financial services, legal services and gambling, have extra restrictions or certification requirements.
- Privacy laws. Several US states, including California under the CCPA as amended by the CPRA, give consumers rights over how their data is used for targeted advertising. Make sure your privacy policy and tracking set-up reflect them.
- Health data. Healthcare providers must take care with tracking on pages covered by HIPAA. Our US clinic marketing guide explains the issues.
- Follow-up texts and calls. If your ads lead to SMS or call follow-up, the TCPA applies. See our TCPA-compliant SMS guide.
Red flags
- The agency owns the Google Ads account, or will not give you admin access.
- No conversion tracking, or reports that show only clicks and impressions.
- Ad spend billed through the agency with an undisclosed markup.
- Guaranteed results, or a long contract with no exit terms.

If you have never run Google Ads, or a previous campaign did not work, a one-month pilot is a low-risk way to test the channel and the agency. Choose one service and one location, set up proper conversion tracking, run for four weeks and judge the result on cost per lead.
