Key Rules for SMS in Kuwait
Telecom services in Kuwait are regulated by the Communication and Information Technology Regulatory Authority (CITRA). Sender IDs for A2P SMS are registered with operators through licensed providers, and promotional messages should go only to consenting recipients.
Gulf and wider MENA markets usually require sender IDs to be registered with local operators or the regulator, and many restrict promotional SMS to certain hours and require an opt-out option.
Data Protection
Kuwait does not yet have a single comprehensive data protection law; CITRA's Data Privacy Protection Regulation applies to many telecom and digital service providers, so we follow consent-based best practice for forms and databases.
Keep a record of how each contact was collected, what they agreed to and when, and make it easy for them to withdraw consent.
Practical Checklist

- Use a registered sender ID or number that recipients can recognise as your business.
- Identify your business in every message and keep promotional and service messages separate.
- Give a simple way to opt out of marketing and process opt-outs quickly across all your systems.
- Send in the recipient's local daytime hours and keep frequency reasonable.

Timing and Language
Kuwait follows the Asia/Kuwait time zone (UTC+03:00 in October 2026). The usual working week is Sunday to Thursday. Schedule SMS campaigns for the recipient's local daytime hours, avoid public holidays and religious observances that matter to your audience, and convert send times from IST before scheduling.
In Kuwait City, customers commonly use Arabic and English, with Hindi, Malayalam, Urdu and Tagalog widely spoken. Messages in the customer's preferred language usually perform better, but check how local-language text affects character counts (for SMS) and template approval (for WhatsApp).
Digital Habits and Channels in Kuwait
Kuwait has very high mobile and social media use, especially Instagram, Snapchat and WhatsApp, and many small businesses sell directly through Instagram accounts. Business SMS sender IDs are registered with the licensed operators, Zain, Ooredoo and stc, under CITRA rules.
KNET debit cards are the standard payment method online and in stores. The weekend is Friday and Saturday. Ramadan, Eid, National and Liberation Days on 25 and 26 February and the Hala February festival are key commercial moments.
Kuwait's economy depends heavily on oil, which provides most export and government revenue, and a large share of citizens work in the public sector while expatriates make up most of the private workforce. There is no VAT, and prices are in Kuwaiti dinars, one of the world's highest-valued currencies. CITRA's data privacy rules for telecom and ICT service providers require consent and transparency when personal data is collected. Large malls such as The Avenues and 360 Mall are central to shopping and leisure, especially in the hot summer months.

Friday and Saturday are the weekend, and summer travel empties the market in July and August.
